Melissa Black
Chief of Staff
Melissa Black joined the Executive Ethics Commission (EEC) as Chief of Staff in June 2025. Prior to joining EEC, Melissa has served in several leadership roles elsewhere in Illinois State Government, most recently as Associate Administrator of the Medicaid program and Chief of Staff for the Illinois Department of Veterans’ Affairs. Before Illinois State Government service, Melissa worked in Government Relations at the State, Federal, and local level for a large, vertically integrated health system in Illinois. Earlier in her career, Melissa gained professional experience serving as budget and policy staff for the Illinois State Senate and in direct social service working with at-risk youth and survivors of domestic violence. Melissa holds a Master of Arts degree from the University of Illinois-Springfield and a Bachelor of Science degree from University of Illinois, Urbana-Champaign. Melissa is married with one son and lives on a small farm in rural central Illinois.
