Kate Zinnecker

Chief Learning Officer

Kate joined the Executive Ethics Commission (EEC) in August 2024 and currently serves as the Chief Learning Officer. In this role, she leads the design and delivery of educational programs that promote ethical practices across state government. Prior to this, she served as the Commission’s Training Development and Outreach Coordinator.

Before joining the EEC, Kate served as the Training Specialist for the City of Springfield, Illinois, where she developed and implemented employee training initiatives across multiple City departments. Kate also has private sector experience working with a private leadership development consulting firm, where she traveled nationwide facilitating learning and development programs for leaders in diverse industries.

Kate holds a Master of Arts in Organizational Leadership from Lewis University, and a Bachelor of Arts from Elmhurst University.
